CNHOA Directors Meeting Minutes May 12, 2018
On April 24, 2018 Mike Ferkany requested a CNHOA board of directors meeting. On May 12, 2018 Ferkany, Mason, Atkiss, Hofele, Gardner, and Snodgrass met at the home of Mike Ferkany. Also present was Steve McGee. The meeting was called to order by Ferkany at 12:06pm.
Gardner presented the treasurer’s report. Dues were mailed via a mailmerge utilizing county tax records; 76 have paid to date vs 64 last year. Response rate was the best in the past 12 years. $7900 received to date. Have spent <$2000 so far on grounds maintenance. Historically have spent $6000 annually. Other expenses include taxes, insurance, welcoming gift packs to new residents, etc. A discussion was then held to determine what, if any, additional collection efforts should be utilized to collect remaining HOA dues. Was decided to send a follow-up email to those who have not paid.
Leon and grounds maintenance discussed next. Approximately $5000 per year is spent on grounds maintenance. Campbell county also performs grounds maintenance on the county roads in Cove Norris. It was decided to determine Campbell county’s mowing schedule. Atkiss will contact Ron Dilbeck (Campbell county) to determine mowing schedule. Ferkany made a motion that CNHOA tells Leon when to mow, with the intent to coordinate mowing with the county. Mason seconded the motion and it passed unanimously.
Snow road maintenance was the next topic. Overhanging branches and the need for the redirection of existing gravel are the primary problems. Hofele will coordinate these actions.
Boat ramp maintenance was discussed. Hofele has spoken with Sean about improving the ramp with gravel and grading. Two options were presented; 1. Sean uses a Bobcat to spread two 12 ton loads of #57 gravel for $750 2. Chris Chapman offered to spread the gravel by hand from a trailer for $20/hr. Hofele made the motion to hire Sean and spend up to $750 to improve the boat ramp. Gardner seconded the motion and it passed unanimously.
Atkiss presented welcoming activities and koozie inventory accounting.
Slate of Officers for next year was discussed. Ferkany does not wish to be considered for the upcoming president. Hofele, Gardner, and Snodgrass agreed to continue in their respective positions.
Chris and Jill Williams requested a variance to the set back provision from neighbor David Kelly. Williams provided a new plat layout showing the placement of their home and a letter signed by David Kelly acknowledging and accepting the setback of 10 feet versus the normal 15 foot setback. Ferkany made the motion to accept the Williams request and Kelly approval for set back variance and forward to CNHOA board. Hofele seconded the motion and it was passed unanimously.
A complaint was registered regarding a property in the neighborhood which is in violation of deed restrictions. The CNHOA board will speak with this individual and request compliance.
